Jose Moran’s re-election as mayor of Livingston was decided by just nine votes, a razor-thin margin that underscores the city’s fierce political landscape.

As Merced County’s only Latino mayor, Moran’s role is especially significant in a region where 71% of the population identifies as Latino. 

Moran has focused on public safety, economic growth, and community development throughout his tenure. 

With a new presidential administration on the horizon, he faces fresh challenges as Trump’s proposed immigration policies could impact Livingston’s large immigrant community. 

In an interview with The Merced FOCUS, Moran shared his perspective on the coming four years under Trump’s administration, his role as a leader, and his approach to advocacy.

What do you see as the most significant challenges facing Latino communities under the Trump administration, particularly regarding immigration and economic policies, and how do you plan to address them?

Mayor Moran: Like many others, the Latino community has had a lot of difficulties lately, particularly immigration and economic stability.

In addition to economic gaps made worse by restricted access to resources and opportunities, the previous administration’s policies caused immigrant families to feel fearful and anxious.

As mayor, I work to foster inclusivity and create a welcoming atmosphere where all citizens from all backgrounds can succeed. 

This includes encouraging equitable treatment for immigrants, Latinos, Indian nationals, and all others, allowing access to legal resources, and working with institutions such as the Mexican Consulate and community organizations to offer assistance and support.

Concerning the economy, I aim to support the growth of the workforce, assist local small businesses, and create programs that offer chances for business. We can work with advocacy groups and other stakeholders to address these issues and build a stronger, unified Livingston. My primary goal is always making sure every resident feels valued and supported, and I will continue to work tirelessly to safeguard those principles in our city. 

What specific steps are you taking to advocate for the needs and rights of Latino constituents, and are there any partnerships or coalitions you’re building to amplify their voices at the state or national level?

Mayor Moran: As mayor and as a city, it is our responsibility to advocate for the needs and rights of all constituents, including our Latino community, which plays such a vital role in the fabric of our city. One of the specific steps I am taking is maintaining an open-door policy, where I regularly meet with community members, leaders, and organizations to hear their concerns and priorities directly. 

Additionally, I am fostering partnerships with key organizations, such as the Mexican Consulate, advocacy groups, and local nonprofits, to provide resources and support for immigrant families and amplify our residents’ voices. By building these relationships and working collaboratively at the local, state, and national levels, we can ensure that the voices of our constituents are heard and that their contributions to our community are recognized and supported.

How has Trump’s presidency shaped your approach to leadership, and what strategies will you employ to navigate the next four years while ensuring the well-being of your community?

Mayor Moran: Regardless of the political climate, we must always strive to create a strong, welcoming, and unified community, regardless of how each presidential administration carries out policies that impact communities nationwide. 

Under the previous Trump administration, many communities, including Livingston, faced challenges related to immigration, economic equality, and social division. It is essential to speak up more forcefully for their wellbeing and ensure our city remains one where everyone is valued, supported, and protected.

I collaborate with regional partners, local organizations, and state and federal establishments to address challenges like housing, economic growth, and access to necessary services. I’ll keep pushing for local, state, and federal laws that benefit everyone in the community. We can face the next few years with strength and unity.
